Interesting.  I suppose if you are starting with very compressible data
and are concerned about getting the most compression, you might do
something like:

% curl -s http://www.cs.dartmouth.edu/~sergey/langsec/ | gzip --stdout \
  | base64 | gzip --stdout | wc -c
2399
